Cetinje, Montenegro (AP) – A man opened fire on the streets of the western Montenegro city on Friday, killing 10 people, including two children, before a passerby was shot dead, officials said.

Montenegrin Police Chief Zoran Braznin said in a video statement shared with the media that the attacker was a 34-year-old man whom he only recognized by his initials VB.

Bradjanin said the man used a hunting rifle to first shoot two children, aged 8 and 11, and their mother, who lived as a tenant at the attacker’s home in Cetinje’s Medovina neighborhood.

The shooter then went into the street and randomly shot 13 more people, killing seven of them, the chief said.

“At the moment, it is not clear what motivated VB to commit this dastardly act,” Braznin said.

Prosecutor Andrijana Nastic, coordinating the crime scene investigation, told reporters that the gunman was killed by a passerby and that a police officer was among the wounded. It said that nine of those killed died on the spot and two died at the hospital where they were taken for surgery.

Cetinje, the seat of Montenegro’s former royal government, is 36 kilometers (22 mi) west of Podogrica, the current capital of the small Balkan nation.

Prime Minister Dritan Abazovic wrote on his Telegram channel that the incident was “an unprecedented tragedy” and urged the nation “in his thoughts, to be with the families of the innocent victims, their relatives, friends and all of Cetinje.”

President Milo Jukanovic said on Twitter that he was “deeply moved by the news of the horrific tragedy” in Cetinje, calling for “solidarity” with the families who lost loved ones in the incident.
